"I know they can be controled and that I've controled them before, I just don't know how I managed that. The light form os begining to be easier to control nowthat my memories have been opened to it," he said, starting to take on the familiar glow of his light form, "My memories are a good place to start, but they alone will not be enough for full control."

Placing the, now empty, crystal on the floor, Tieral slipped fully into his light form. Bringing his wings around as he did earlier, he began releasing the light energy towards Goldenscale. Once he had depleted himself of light energy, he lowered his wings, remaining in his light form. "Anything for you," he said, sitting down as the council members started backing away from him.

"He's one of the energy charged beasts that has been going around killing people for the past ten years. Granted, he only went after criminals, but the point is there," one of the members said, taking refuge by keeping Moonlight between him and Tieral.

"Not all of the crims commited were deserving of death.Some were trivial things stealing a single piece of fruit or  a few pieces of paper. I will admit, there were more that deserved death for there actions than there were that didn't, but with him there is no grey area," he said, "The only thing that seemed redeaming was that there was always someone who heard a voice saying for them to run."

"I'm not about to argue the point with you, not with him here.I believe we can all agree that though being a vigilanty is frownd upon here, he's done more good than harm. he spoke as if he had no control over this side of him. If this is true, we can't hold it against him, we can only hold it against the 'form' itself," he said, watching as Tieralnuzzled Goldenscale.

"Well, so long as you're working towards that goal," he said, starting to reax as the other council members did as well, "We could use one less killer around here."

"So far, we are unaware of any murders under your name. Someone who is caught and aprehended for a murder is usually sentenced to death for their crime. Those who turn  themselves in are spared their lives. They're still punished, but that depends on what tasks need to be done at the time. Right now, other than Tieral, there's another energy creature out killing. It appeared around the same time Tieral's light form did. As for other killers, they are few and far between. Ever since the enforcers were established, murder became very rare as there is always enforcers patroling the streets and roofs," he said, "As we sit now, the only 'normal' killer is undefined. All we know is he killed a girl some fifteen years ago and ran. We have no other clues about him."
