I must have picked this guy up from the trades or pound, but I just noticed it's stats say neuter.
Looking at the parent's children, it states gender as fem.  

Is this a glitch or was there an item to turn 'her' into an 'it'? 

Based on her genetics, it was probably purposly done by the breeder so that the breeder's perfect line stays intact and so someone else can't instantly make their own perfect offspring with little effort (after the breeder spent tons of time and effort creating the line). She's a great dragon though, even if she can't breed.

As far as I know, there isnt any glitch that causes this and sterilizing the pet can only be done purposly.

Oh, so there's an item for neutering!  I did not know that.
