I'm afraid the only way of obtaining one would be to buy it off someone who still happens to have one.
They were items you could craft or buy for real money in March 2014. Once used the item was gone just like a Rainbow Jar, so it seems highly unlikely that a lot of people will still have them lying around.

There are a couple in Trades, but they require extremely rare items for trade.
