I noticed some of the apparel have a little number and a set of three letters in the top right corner, e.g. 100 CON or 80 INT
What do those mean?

I guess that’s how much stats a pet needs to craft the apparel. CON = Constitution, INT = Intelligence, etc

It's agility, which initially was "dexterity". Sorry, the word conversion for characteristics was missing on the craft page. The correct abbreviations are in place now.

Also, I found that Bones drop from Akhlut, but when the Tundra goes away, where can you get them? Or is it just any monster, but it's a coincidence that only Akhlut drop Bones?

Buy it from the State Store. It's quite expensive and costs around 60k-20k silver at any given time it's in stock.
