You get them from the State Portal Service Branch (five per donated pet).
Each one is one island on explore.
So when your 20 islands run out, you can carry on exploring.
You can only send five pets to the SPSB per day.
Whoever calls on the name of the Lord shall be saved.

Depending on what you mean by "they"...
The pet vanishes forever when sent to the portal service and can not be recovered or used again.
Each card can only be used once, five cards equal five islands.
