You need to get the blueprint for stables lvl 2 and then get the materials to build it. Unfortunately, it's one of the hardest blueprints to find.

Then where do you go to start building?
(I'm also mobile, so it makes it harder to play that game)

Okay once you've got the blueprint, you need to go into your inventory, click on it, and then click Use. That will transfer the blueprint into your Craft & Construction "library", which you can find in the drop-down menu under Manor. There it will show you what materials and pet you need to build it.
