I verified that the foals parents are both blanket apaloosa, and I used the 100% DCA on the mare before the breed. the foal is not a deviant when it should be

As aforementioned, both the foals parents are blanket apaloosa. Therefore the 100% DCA would guarantee that the foal has deviant blanket apaloosa, but the foal is not deviant.

Maybe I am understanding it wrong. I thought the DCA would also guaruntee the foal receives the gene(Sorry for double post)

The DCA doesn't affect the genetics of the parents or baby. The baby must be homozygous either for color or pattern to become deviant. This explanation also was added to the item description two days ago because another player has been sure that the DCA had some hidden mechanics which hadn't work for them. Please note that if something is not described anywhere, it's not there. The DCA doesn't have any hidden effects that are missing in its description.
