I was looking at my pets and I noticed it said 22/20 pets
??!!?!!

It's not a bug, it was coded with intention. The pet limit is "soft" so you don't lose any pets when you go beyond the limit. There's a number of cases when this may happen. For example, this is possible with pets from auctions when you bid when there's enough place in your stable, but auction ends when there's no free slots - you still get your pet but over the limit.

Why does it do that? Then there wouldn't be any point in a limit...?

Well the pound no longer works. So I guess now you can't get pets FREE. LIKe from the pound and stuff.
You either breed or go to a auction to get then
