I've noticed that laminaria never seems to show up in the island market trades unless you are looking for it with the astrologist.

Astrologist only increases the chances (like if you have 1% to find an item, it increases it to 6% at the max level), but it doesn't add or remove items to the market. If it was 0%, it would stay 0% even with Astrologist. Chances to find laminaria in market along with all other items found on the ground are very low, but it's possible.
