Are Schemes' a one time use per account like the buildings or once they are created you can learn them again?

Once you've learned a scheme it will always be usable, you don't have to relearn them.
There are 2 exceptions to this; event related schemes are removed after the event is over and golem schemes are only usable if you don't have an active golem of that type.

So with the golem ones,i would have to relearn them once they are used up?

No, you only have to learn them once but after you've crafted a golem you can't craft another one of the same type until the first collapses.
