I sent out two Reptile Catchers and an Observer since I only had two licenses left but then I went and bought another license for a total of three and went back to add a Bird Catcher but it's not allowing me to. It has let me add or rearrange catchers before so I know it's not supposed to be set in stone.

The maximum number of catchers you are allowed to send is three-- the only way you can send out four is to have the Captain of Rangers staying at your end. {Which is available in the Premium shop I believe.
An observer counts as a "Catcher" so you really can't add another one. Unless you're saying that you cannot rearrange the catchers? P: ?
