I've been looking for blueprints but I don't see them anywhere. Am I just having a special time of it or do you have to do something special to get inn blueprints?

No, there is no special requirement or anything like that for Inn Blueprints. You just need to be lucky to get them while exploring. There are currently three in the Item Trades though ( http://beastkeeper.com/trade/3 ) - one even has a buyout, the others will run for 4 more days, but for that are very cheap.
