State Portal Service Branch. It's a building where you send pets that you don't want anymore. In exchange you get so-called Energy-Flow Cards, which allow you to visit more islands.

You can send up to 5 pets each day and each pet is worth 5 cards, so that's potentially 25 extra islands a day. Also the cards are the item not affected by the 999 item limit.

You build it, just like the Reserve, the Inn or the Astrologer, etc, after you find the blueprint and have all the materials from the Manor -> Crafts & Construction menu.
