Pixlr looks interesting, I think I'll try it out ^^

My computer is Windows XP, and the only program I have on it is Studio Photo Pro thant I used for my 2 first skins.

Does anyone evern know how to change the color in GIMP?   I find it to be really confusing.  I just downloaded it today and I am trying to make a custom skin for a uni.  The only thing I can find is like Color Hue and Color Saturation.  If anyone one knows it would be really helpful =D

Yes it does. Legacy just means it is am older program released as freeware. I'm using windows 7, and it works great. Since technical support is no longer offered it will ask you to register each time, just ignore it.

Adobe released it about the same time Photoshop CS6 came out. I've played around with the newer photoshops and I'm pleased with this one. Has everything I need. It is compatible with other versions of PhotoShop ad well. Same file types, and you can add in presets (like brush packs, gradients, texture).

Also, I made a new thread for this topic. It is stickied and has a bit more information. Check it out ^^
