So I saw in the FAQ that stats aren't inherited from their parents but do they have any effect? If I breed my poor-stat female to a poor-stat male do the offspring still have a chance of coming out with good statS?

No. Stats (the numbers) are influenced by genes. Genes are what is passed on. Stats increase with level (this does not affect outcome of offsrping). At level 50 your stats are "maxed" (with exception of special items). When you breed to another level 50, or a Genetic Power pet your offspring will have Genetic Power (GP). This will increase the stats of the offspring :)
