is there a way to increase the limit of my capacity for each material? for example i can at most have 999 stone at one time, i can never have an amount exceeding that number. can i increase the upper limit of that number? if so how much can i increase it to and how?

Sadly 999 is the max quantity for most items. You can build barn, so you can have more food. It also frees place from warehouse

You could put it in item trades. Set 999 stone to 999 rainbow jars in item exchanges, so that will clear your inventory space. and your items will be held in item exchanges until you need it.

i have a deviance extractor and i want to use it on my deviant. how do i use it? must my lab be at a certain level? my lab is at lvl 2 rn and i want to upgrade it to lvl 3. how do i get an alchemy folio?

I'm pretty sure the deviance extractor can only be used during the tundra event

Alchemy folio can be found in the state store. 

is green salt only obtainable through the state store, or can i find it somewhere else? (pls its so expensive DDD:)

You would have to move around the island to clear them. 

anyone know if Terror/Confusion/Ice Aura works on Leadership?

like, if i roll a terror then on my next roll i get a leadership that scores 4, will its score double to 8?
