In the tack workshop there are a lot of items that are credited as being made by players. Can any player make apparel, or is it just a few who have permission?
and if its the former, how does one make and submit apparel? i cant seem to find a tutorial anywhere

Anyone, it is almost the same proccess as making a skin, just go to Pets>>Submit a custom apparel to download templates and stuff.
