Again, it's not a bug. Sometimes portal just doesn't appear. It's all luck based. If Tundra is not enjoyable for you just don't participate in it.
(Your link also does not work, you should submit a screenshot instead, as that is the general link for explore that will not show your island to other players.)

Nightswan is correct. Some Tundra islands are dead ends with no portal.
