I've been exploring everywhere and it's really not showing up (I've got level 4 Astrologist). I checked out the forum guide for where to find items on which islands (it's giving me 0 for savannah and that's where it's supposed to be). It's frustrating beyond belief. No one seems to be trading it either.

Anyone have any ideas?

Well, it's used to make Charged Sticks in Tundra so no one sells it. But it also shows up more during Tundra, which is next month, so maybe wait until then?

It is really rare.
