The quest is asking for a strong agile and brave male flying animal and doesn't count my dragon in the list:
'Order of Knights is looking for an tough (46) and agile (43) and brave (41) Male Flying Animal to help in a struggle with band of brigands
You don't have a pet which meets quest criteria!'

I even breed my dragon to see if the gender wasn't counting because he wasn't bred yet, but it wasn't the reason
(Resolved, I leveled up my dragon and the reason it was because tough meant Constitution)
