I don't understand how to create custom skins as I just joined today and don't fully understand the website yet. Can someone please help?

You just "make them" on your computer. [by make I mean actually draw your own] (Most people use photoshop) then you go find the place where you submit skins and place the file there. The "people" will then approve it or not.
