So the requirements for this one quest are:

Town Council is looking for a agile (42) and tough (41) and clever (45) Bird to help with the town improvement and landscaping

And it says I don't have a pet that meets the requirements however I have Casper the Roc and his stats should be enough.

I'd guess that it's because your constitution stat is lower than the 41 required...
