They do appear in the explore, but they are quite rare. You'll have to either explore a lot or buy some on the Item Trades...

Once you have enough hops and the blueprint, it's also useful to make a hops golem.
Always looking for: Energy Drinks, Rainbow Jars, Vermillion and deviant pets!
