I was auctioning a pet and it eventually said "Emplyed by state portal service". What is that and what does that mean?

The Sate Portal Service is a service that accepts pets (once sent, you can't get them back) in return for 5 Energy Flow Cards (which allows you to explore more islands). You can only send up to 5 pets a day.
If by auctioning you mean the auction was over and you checked in on the pet, then the new owner sent it to the State Portal Branch.
If you already built the Sate Portal Branch, and you were trying to put the pet up for auction, you might have selected the wrong button on the sidebar by accident.
