Sooo today I have had some issues with the battlefield. I managed to grab two screenshots of tha page. 

A few of my tactics never loaded, so I did not know whether to re-roll or not. I also had issue when I tried to re-load the page (which generally works) and the page still did not refresh the moves. 

This happened earlier this morning. Screenshots attached.

Looks like this is one more issue related to the packages being lost on the last two days. In database the missing 3rd round has duplicated maneuvers from the 2nd round to cover the missing data. We'll try to rewrite the code to handle package loss properly in the next few days.

Very odd! Interesting though. Thanks for letting me know. 

Will it affect other battles? My other squads were able to move (lost) but I rolled. Is it safe to keep rolling or should I wait? 

You should be safe with either rerolling or leaving this roll. The system just duplicates the previous round, so it stays valid. You should be able to view this roll by clicking the last button in the battlefield controls, and it will display the maneuvers instead of the question signs.
