So, I had one mutagen in my inventory the last time I checked. Now, I have 11? I'm pretty sure I never bought them with Gold, because I didn't have enough for any. But now I have 11 and I don't know where the extra 10 came from.

It's not a bug. As I remember, you got 10 Mutagens as a reward for noticing a Mutagen bug :)
