How do I use Liquid deviance? I have a Hibernating egg, but Neith deviance, nor egg have a use button, so
Am I Missing Something??

You need the specs for an Activated Egg from the State Store. Then Use it, go to Craft and Construction, and you can craft an Activated Egg from one liquid deviance and one hiberating egg. It'll take four hours.
