I have a piebald Cockatrice that qualifies for a quest based on the description of the quest but doesn't show up as a pet I can choose.

For this quests your pet must be visually piebald as well, not only genetically. All color related quests are targeted towards certain appearance. White piebald won't work because it's plain white in fact.
