Hi I was wondering how does some users can set more than 3 tactics at the pet's profile ?

On the pet's profile it only shows you all the pet's available tactics. So these are all the tactics that the user COULD use because his pet has the genetics for it, but for actual Squad setup he can still only choose 3 out of those.

So does it means that I can choose only 3 tactics from the list and when an another user is watching my pet's tactics it can see the entire list ?

Correct, although if I'm understanding the Tactics FAQ correctly if you are a premium user or have a strategist at your Inn, you can see which tactics  a pet is currently using. (Someone with more battlefield experiance please correct me if I'm wrong.)
