Where did you read rating points? I must say, I can't think of anything right now where you would have those.
A bit more detail might be useful :)

Rating points are something you earn on the battlefield and if you have enough of them you can get a discount on what you pay in auctions. For more details see the battle zones/points and rating sections of the Tactics FAQ.
