hi there, I have a question, if I have the blueprints for the military academy and all the needed materials and pet, do I need to purchase the mercenary license in order to have 1 squad???

The Military Academt (Level 1) will allow you to have one squad after you construct it.
The mercenary license is seperate from the Academy. It allows you to have one squad in addition to your squads that are allowed as a result of your Military Academy. You can always think of it as +1 to your Military Academy. If you build a level 1 Academy and buy a Mercenary License you can have two squads. If you then build a level two academy (which increases your squad limit by 1) you will have 3 squads avaliable for you.
