I think this has happened to me a few times now. When visiting Chancellery on an island it says 'You don't have any invite to perform exchange.' but I actually have one in my inventory. So I'm a little confused: is it a bug or does this happen when the invite Chancellery offers is same as the one I have?

I'm pretty sure it happens if it is the same invite. (This is what it has always done, unless it isn't suppose to). But I don't think it is a bug. :)
