Is it normal to see the trade listed at the top of the screen for someone who wasn't at the portal? I saw that they wanted 100 hops, but I wasn't near. Is it something that everyone gets to see, or was that a glitch?

Everything is correct. All players see the trade request until one of them fulfils it.
