This is the second time I've received a quest asking for a Piebald Cockatricetho purposeful bought one http://beastkeeper.com/pet/79640 so that I could do this
quest but yet again the quest page doesn't seem to
recognize that I have one.

For your pet to qualify, you need to have the two color genes researched, otherwise, the quest doesnt 'see' that you have one.
This goes for other traits as well. If it isnt researched, it wont show up on the quest list.
