I guess either your table of mouseover info needs updating or your library page needs updating?

You could code your library page so it prints the information needed from where your mouseover information is stored (depending on your DB structure) so that you only need update in one place but it displays in both places?

Shenanigans, this pet has degeneration and higher power of negative genes because of this. Genetic library shows normal genetic power while tooltips shows the actual genetic power for each pet. The library is already coded like you suggested and takes the data from database.
