I read in the news that chests would no longer be placed on the buildings, but exploring just now I found the chest was on the building.

That building is supposed to have a chest in, if you meet it's requirements you get free stuff.
The announcement was that chests would no longer accidentally spawn on top of the market/magic shop/scriptorium et al :)
