I have located some cheap Stable Blueprints (lvl 2) in the auctions, although their minimal and current bids will likely reach a bit higher once the closing times near, and the buyouts are significantly so (varying).
(It is probably best never to buy blueprints from the state general store, as far as I am aware - Stable Blueprints (lvl 2) currently going for 30,000 silver, which is a lot higher than any player auctions I have seen thus far...).
