When I was on an island with my Throdama (Pet ID #2085213) hrodam, I clicked on a Chancellery and was unable to perform an exchange of invites despite having one in my inventory. This happened at 14:50 in game time.

Hmm, did you have the invite before visiting the island?
This has never happened ot me, but maybe if you collect the invite on the island you are currently on, it doesn't refresh for the chancellery?
