So! I'm aware how GP works, how to get up to 3GP, I'm aware that GP affects stats. However! Do the parents' stats affect their offspring's stats outside of that? For example, if I wait to breed my pets until they're both level 25 with level 25 stats, will their baby have higher stats at birth than it would have if I'd bred them at level 1?

I'm mostly focusing on breeding good genes first, and then working on stats, but if I can slowly boost the stats while I'm breeding for better genes, I figure I may as well do that ( if I can in this way ).

Stats do not depend on parents' stats and neither can you breed for better stats.

Only GP can boost stats, and specific genes. EG thick skin increases HP, and Quickmind increases Intelligence.
