What are the best ways to get high level blueprints like Townhall lvl 5 or Warehouse lv 6, excluding buying them from other players? Will I ever find those while exploring like I do with lower level ones?

Top level blueprints only come from Portal trades on the battlefield.
Except the ridinghall Level 5.

Military 3 blueprints are really common. In fact I might have a few lying around.
Stable level 5 ones are rare and they will charge a premium for those, slightly less for Warehouse 6.
The others are more common than Warehouse 6 but not by much.
