Every time I get to Tundra lvl 5, I can't find another green portal. Is it just bad luck? I have enough energy cells so I don't really understand..

It happens, usually once I get to level 7. Keep trying.

For me, level 6 is the magic stopping point. You just have to give it another go. :)
If you're short of portal energy cells, it seems like trading vermillion or magic food for them works well!
