When you downgrade squad, can you still click upgrade to squad again on the same pets/tab.

Yes, as long as the tab has 4 pets and none of them are busy (if one or more of the pets are busy, you will need to wait until they are done whatever they are doing).
I have found that the tab also keeps track of the wins and losses regardless of if it is the same 4 pets that get upgraded to a squad again.
