When I try to put the Eyos wings above the Love Collar, it looks fine at first, but then when I exit the pet's page and go back in, the Collar is on top of the wings. It's a tiny visual bug but persistently bugs me once I notice.

Just to be sure that we're not missing anything obvious... Do you click "Update Equipment" button and then "Yes" in the following dialogue?

Yes, I tried to rearrange and save it multiple times. The result is always the collar being on top despite it showing that the wings are on top.
The same happens if I move the collar to the top - the wings will be on the top instead.The preview given when I save the apparel and the image when I refresh the page are completely opposite.
