Can apparel be worn by pets with custom skins? Yes, no, or with skins using the sites base? If they can’t be worn, can they still be given to a pet?

I don't believe so, I draw my own bases and have drawn apparel. It's probably able to be put on custom bases as long as the apparel is formatted so that it matches the custom base, but then will not fit on any other base.
I played it safe and drew apparel for only the official base to make it easier for everyone who didn't have my skins. And it would've been a pain to redraw all the apparel for every single one of my custom bases.
