Hi! I'm fairly new, but very hooked! I have a lot of various things, including most premium shop items, and can do a custom if need be. Let me know! On a separate newbie note, is it still obtainable once I've built my Military Academy?

Liquid vermillion can only be obtained from the portal while Tundra is open. Also you can only extract deviance while the tundra is open. So you'll have to wait till January I'm afraid.
But the opportunity to get an etelia is definitely worth the wait!
