How come I can't fill all the empty circles with catchers, even though I have enough? It usually only lets me fill three circles before greying out all the catcher options.

And why is it that  1/3 circles I'm allowed has to be an observer? What does an abserver do?

You have to upgrade your Hunters' Guild to be able to fill more slots.

And 1/3 of the slots shouldn't have to be observers. Observers do what their name suggests, it observes. :)

to add to that, check that you have 3 licences, you probably have two, that's why you can only place observers in the third spot.

I dunno, I've had this problem as well in the past. And, at the time I had five licences. It had even gotten to a point where I could only use one catcher and one observer at a time.

you have to have a licenes for each catcher

you have to have space for ALL cathers to have the ability to bring back a creature.

and of course you have to have money

-if you dont have enough stable space/licence it will not let you put a cather out so it would only be a observer that you could select.
