We don't have anything like that in the game. You can send your pets to the Pound only when you want to.

I think there's a title on somebody's pets that's called Pound Cleansing. It's just a title. Probably put on pets he/she wants to get rid of.
Whoever calls on the name of the Lord shall be saved.
