They can be found in trades, but otherwise they're quite a hassle to get. If you don't have a Roc with Steel Beak and Lightning Strike, you have to buy five charges sticks for 7,500 silver. Then, 20,000 for the sceme itself. Then you also need a pet that meets the requirement, wait several hours, and then you get 5 Portal Energy cells.

I've got like four Portal Energy Cell schemes for sale for a lot less. Buyout is 1000 silver. Just look on the item trades.
