It would seem that personal skins meant for a user's own use are up for use by anyone, unless I am mistaken? I have seen a skin that was someones personal character that has been used twice.

If you can see the skins on the list, it means that skin is shared and anyone can use them.

Two of my custom skins are on that list.
And they are supposed to be private.

Taboo, the only person who can switch the skin from private to public is the person who uploaded this skin. Your skin "Darkling" is a shared one and anyone can use it. The other 2 skins aren't shared and available only for your pets.
